That deletions are made as shown with strikethrough below and additional recommendations are added as shown in bold italics below:

2.1  That Members note the report as set out in the Appendix.

2.2 That Members note that a report will be submitted to the January meeting of the Strategy, Finance and City Regeneration Committee with an action plan to implement the recommendations, with such a report including a schedule of updates for members on the progress against recommendations agreed in the action plan; with periodic updates given to all members at Full Council

2.3 That to ensure a the development of a robust action plan, that Council requests officers review the options for all relevant documents to be made public, including minutes of council meetings held in private session and the 2019 Doherty report, with names redacted as necessary
